The Association SUPPORTS Mountain Empire Unified’s $23 million bond measure. The district has assembled a well-documented evidentiary record of facility needs and has addressed previous concerns about alignment to the Association’s best practices for bond planning and program management. The Office of Public School Construction has granted the District ongoing Facility Hardship designation, and in February 2025 the State Allocation Board awarded a fully-funded $4.6 million Financial Hardship appeal. The proposed $23 million authorization operates as a deliberate leverage strategy: it is sized to push the District past the 60% bond indebtedness threshold required for ongoing Financial Hardship Program participation, which provides state matching funds for the high school replacement and five elementary site rebuilds.
