Taxpayers OPPOSES County of San Diego Charter Amendment

The Association OPPOSES the County’s proposed Charter amendments. While this is presented as a slate of accountability and oversight reforms, its defining feature is a weakening of the term limits San Diego County voters approved in 2010: the amendment raises the limit on the Board of Supervisors from two terms to three and applies that increase to the same supervisors who voted to place it on the ballot. The oversight bodies it creates—an Ethics Commission, a Program Auditor, and an Independent Budget Analyst—duplicate some functions the County already performs and are not credibly revenue-neutral; comparable programs cost the City of San Diego approximately $12.6 million this fiscal year.
